Just think about it: Recruiter has no chance to see you, to observe your non-verbal communication and all those little detail some recruiters love so much. He hears only your voice. On the other hand, if you are not good in talking, or are a person with naturally silent voice, it can cause you lot of troubles in phone interviews. To summarize it: It is easier to succeed in the phone interview, but it is also easier for recruiters to make a mistake and cut off the right candidate.
